Elliott is looking to leave Liverpool this summer to ensure he gets regular playing time.
RB Leipzig is also interested in signing Elliott, but a return to London is another option being considered.
West Ham plans to ask Liverpool for a loan-to-buy deal for Elliott, as they cannot afford to pay the £40m transfer fee.
Elliott is keeping his options open and has not ruled out a move abroad.
